Punjab Energy Development Agency (PEDA) invites offers from interested project developers to participate in the selection process for setting up of GRID CONNECTED SOLAR PV POWER PLANTS ON CANAL TOP.
Canal Top Solar – Punjab State has valuable land which is very costly and in view of that Government lays emphasis for use of irrigation canal network for implementation of SPV Power plant for which extensive irrigation canal network is available. MNRE, Govt. of India, is providing incentive for the same to the tune of Rs. 3.00 crore per MW or 30% of the project cost which ever is lower for the canal top SPV projects under the Pilot-cum-Demonstration Project for development of Grid Connected Solar PV Power Plants on canal tops. MNRE, Govt. of India, has sanctioned 20MW capacity Canal Top Solar PV Projects to Punjab (PEDA) under the Ministry‘s Pilot-cum-Demonstration Project for development of Grid Connected Solar PV Power Plants on Canal Tops. The maximum Bid Capacity is 6 MW with minimum as 1 MW only.
Fiscal Assistance / Benefits Available for Solar Power Developers under the NRSE Policy 2012:
- 100% electricity duty for power consumed from State licensee during construction and testing of the project shall be waived.
- Octroi on NRSE fuels to be used for energy generation and NRSE devices / equipment / machinery for NRSE Power Projects shall be fully exempted. Similarly Octroi on self – consumption of power by captive power plants in the same premises or thru wheeling by open access to same group companies shall also be exempted.
- To promote usage / generation from NRSE, manufacturing & sale of NRSE devices / systems and equipments / machinery required for NRSE Power Projects shall be exempted from Value Added Tax (VAT) and any cess there upon.
- 100% Exemption from entry tax in respect of all supplies (including capital goods, structure and raw materials) made for setting up and trial operations of the projects.
- 100% exemption from payment of fee and stamp duty for registration / lease deed charges for the land required for the project.
- Agricultural land shall be allowed for setting up of Renewable Energy Power Projects in the state and no Change of Land Use (CLU), External Development Charges (EDC) / or any other charges / fees for the same shall be payable.
- Solar PV Power projects shall be exempted from obtaining any NOC / consent under Pollution control laws from the PPCB.
- The Solar power projects are to be installed on the canal top / available banks on the irrigation land available as per the proposed site locations. Punjab Irrigation Department (PID) will transfer canal land to PEDA on notional lease amount of Rs. 1.50 lac per annum per MW. The leased canal land will be subsequently transferred to the Solar Power producers for development of Solar Power Projects on Build, Operate and Own basis for 28 years (three years shall be considered as construction period) on the same terms and conditions set forth by PID subject to further renewal on mutually agreed terms and conditions. Ownership of such land will remain with PID. The land lease amount will be deposited by the successful developer to PEDA @ Rs. 1.50 lac per annum per MW in advance i.e. every year upto or before the date of signing of Land Lease Agreement and the same amount will be forwarded to Punjab Irrigation Department. Technology:
The Bidder is free to choose any Solar PV power generation technology viz. Crystalline Silicon Solar Cell Modules / Thin Film Modules / Concentrated PV Modules / any other technology which can be sourced from any country.

MNRE, Govt. of India Financial Assistance
In addition to the above said tariff, Central Financial Assistance of Rs. 3.00 crore per MW or 30% of the project cost which ever is lower for canal top SPV Projects is available through PEDA. This amount will be released to the selected bidders who will implement the project will be released as under:-
- 40% on commissioning of the project against bank guarantee of equivalent amount valid uptil 25 years from the commissioning of the project.
- 60% after 3 months of continuous operation of the plant or receipt of CFA from MNRE, GOI, whichever is later, against bank guarantee of equivalent amount valid uptil 25 years from the commissioning of the plant. FEE and Deposits :
